The Annotation Tools toolbar provides access to all the non-takeoff markup tools available such as Dimension Lines Text highlighting and clouding. The Annotations toolbar also provides access to creating Named Views and placing Punch Items along with attaching files to a Sheet and exporting the current Sheet (plan takeoff and annotations) to a PDF or image file.
The accent color for many of the tools (highlights, inking, clouding, arrows) indicates the currently selected color. You can change the color by clicking the small triangle in the bottom-right corner of the button.
Annotations are separate from Takeoff objects. They are often known as "Markups" because they are simply marking-up the plan for reference purposes only.
