You are able to rotate takeoff or the plan behind the takeoff using the tools on the Rotate Toolbar. All the buttons on the Rotate Takeoff and Plan Toolbar are duplicated on the Takeoff Window Context Menus, see Related Articles for more information.

You can rotate the Plan clockwise in 180 degree increments.
You can Rotate and Spin any degree you like using the Rotate Control (see Related Articles).
You can flip Takeoff vertically or horizontally.

At the bottom of the Takeoff Window on the Revision and Set Navigation Toolbar are controls for rotating takeoff and the underlying plan together in 90 degree increments. This is allowed because when the Plan and takeoff (and some annotation) are rotated together the orientation of both are the same so there is no chance that a piece of takeoff or directional annotation would fall outside the Page's boundaries.
